“Maybe the councillor hasn’t been paying attention to committee and council meetings”, said councillor Ip on July 21 regarding councillor Britton’s motion to amend the Procedural Bylaws. Therefore, let us pay some attention and review the delegations at Niagara Region council and committees for the current term (2019-present).

While it may have been presented as self-evident, it is unclear what problem with delegations justifies the solution of making Procedural Changes to the delegation rules– with one notable exception: As reported prior, the Procedural Bylaw changes were introduced one month after a controversial delegation moment. The Dec 7, 2021 delegation is the only known incident where the resident was deleted from the agenda while she waited to speak. This is therefore understood to be the self-evident problem that is being solved with the new policies.

But Regional council is a big operation, and the deleted December 2021 delegation may not be the only moment to consider. There have been more than 200 delegations, addressing a wide variety of topics. Perhaps there are other problems being solved? Therefore the purpose here is a ‘deep dive’ into delegation data to appreciate the scale of delegation at council and committees in search of something we might not already know, or to put into context what we do know.

Delegations addressed a wide range of topics, from residents with a wide range of views from a wide range of socioeconomic backgrounds. Delegations were sometimes in favor of a proposal, and other times opposed. As a platform of advocacy, no one side has had exclusive access.


Data summary

Fifty-five percent of council meetings had delegations. Most topics have one delegate, and some topics have six or more. Less than a third of committee meetings (28%) have delegations on the agenda. When committee and council meetings counted together, 34% of meetings have delegations.

The data was manually extracted by Niagara Based sourced from agendas on the Niagara Region website.
